I first noticed this around 15/09/21, it records the stream, and creates an appropriately-sized file, but when trying to view it in either VLC or WMP, nothing plays. No, sound or video, and no progress bar: It's like the file isn't even there.
I haven't changed any settings in either JMR or VLC, and Chaturbate still works fine.
I don't know if this is of any help, but here is a progress log of a test recording:

Tested a few here and they playback ok with VLC.
This shows selecting the MP4 (avc1.4d4c1f, 1280x720 / AAC LC, 2728 kbs) from the available streams like you did.
Perhaps have a look in the VLC Tools > messages and see what it is saying. You might need to play around with the log option on that window.

It seems if I download it the way you did it (which I assume is going into the chat room, copying the URL and pasting it into JMR7), it records in H264 and plays fine.
However, my normal way of recording is to right-click on a model's profile picture, then right-click on their preview picture, which gives a quick popout player. JMR7 then picks that stream up using the auto mode, and - up until recently - recorded it fine.
I just checked again, and these are the logs from 2 different recordings. The first is my original way (that doesn't play any more):
